Conform, or retime

Conforming reinterprets the footage: 60 fps material told to play at 24 becomes 40% speed with every frame intact, which is why it looks clean. Retiming in the timeline keeps the original interpretation and stretches it, so the software has to blend or invent frames. Conform when you shot for slow motion, retime when you decided afterwards.

Where the 0.1% comes from

23.976 is 24 multiplied by 1000 divided by 1001, and 29.97 is 30 with the same adjustment. The fraction dates back to colour being added to black and white television without breaking existing sets. It survives because broadcast equipment still expects it, which is why timecode, audio sync and running times all need care whenever a project mixes whole and fractional rates.

Audio is the part people forget

Any conversion that changes speed changes audio pitch with it. The 4% PAL speedup lifts pitch by about three quarters of a semitone, which is audible on music and noticeable on voices. Pitch correction fixes it, but it has to be a deliberate step. Check dialogue and music separately before you sign off.
